Where available, achievement data served as the implicit stratification variable for public schools.
Each participating jurisdiction with its own educational assessment program submitted the results for each school. These school achievement results varied by jurisdiction, grade, and testing subject. The achievement data files were processed in order to select one achievement measure that could be used in stratification for each jurisdiction and grade. A jurisdiction that used achievement data for stratification assigned schools with missing achievement data the median achievement result within the school's urbanization and minority classifications.
For each combination of jurisdiction and grade where achievement data were not available or usable, median household income served as the implicit stratification variable.
