There were a number of states that did not sign up to participate for 2002 State NAEP. These states require special school samples for the purposes of the national main assessment. The necessary school sample sizes in these cases are determined by the percentage of national enrollment within the state. The following table presents final 2002 national main assessment targets for all states that did not sign up to participate in the 2002 state assessment. The student targets were equal to state percentages multiplied by the overall national student target of 32,000. The expected school target sample sizes were generated from these student targets using the process defined in computation of measures of size for the state assessments.
