NAEP Technical DocumentationSampling Proportionality Constant Values for Trial Urban District Assessment

The following table lists, for fourth grade, the final proportionality constant bj values for each jurisdiction j that was included in the Trial Urban District Assessment. Since some districts were sampled with certainty for eighth grade, specific values by jurisdiction are not included for eighth grade. The values for eighth grade varied from 0.0011312230 to 0.0058948475 for those districts that were not sampled with certainty.

Sampling proportionality constant values, fourth grade, by Trial Urban District Assessment (TUDA) district: 2003

1 The second parameter value for Los Angeles fourth grade is the probability for sampling fourth-grade charter schools in the Los Angeles TUDA district. The rates for charter school sampling in Houston and San Diego were lower than the rates for the TUDA sampling in those areas.
