Fourth- and Eighth-Grade Schools and Enrollment in Public School Sampling Frame

In general, the target population for the science assessment and science bridge study were the same as for the reading and mathematics assessments, with some exceptions. There were a number of jurisdictions in which all (or most) schools and students were in the operational assessment (e.g., Delaware), and or where the cost of carrying out the bridge study was considered excessive (e.g. Alaska). These jurisdictions, shown in the table below, were left out of the bridge study.

The only jurisdiction in the national science operational study, but not in the science bridge study, was Alaska. The majority of jurisdictions in the science bridge student samples were those which agreed to cooperate in the 2005 state science operational study (so that they did not need to be part of the national science operational sample). The remaining jurisdictions which did not participate in the 2005 NAEP State science operational study needed to be included in the national science operational study and also in the science bridge study sample. Finally, as noted, a few jurisdictions were not in any of the science samples. These were out-of-sample due to either the cost of conducting the survey because of the remote location of the jurisdiction or because there were too few students left in the jurisdiction once the state sample was drawn. No schools were sampled in these jurisdictions for the national science bridge and pilot study sample.

The effect of undercoverage for the bridge study due to excluding jurisdictions is limited because the analysis is limited to the population that was included in both years.
