The target student sample sizes within sampled schools varied by grade. For the fourth grade, all students were selected up to 68 students. For operational reasons, schools with fewer than 121 students were given the option of taking all students into the sample. For schools with more than 120 students, or who did not take the option, 62 students were sampled. In schools sampled for eighth grade, all students in schools with up to 102 students were selected. In schools with more than 102 students, 93 students were sampled.  For schools sampled for the twelfth grade with up to 68 students, all students were selected, otherwise, 62 students were sampled.

There was only one spiral type for each grade. In fourth grade, half the students were assessed in mathematics and half for reading. In the eighth grade, one-third of the students were assessed in mathematics, one-third in reading, and one-third in writing. All of the twelfth-grade students were assessed in writing.

The process of list submission, sampling students from year-round schools, sampling new enrollees, and determining student eligibility and exclusion status was the same as for the State NAEP student sample.
