The student sample consisted of all twelfth-grade students in the school if the school had 78 or fewer students, or a sample of 71 students selected without replacement, if the schools had 79 or more students.
The twelfth-grade students were assessed in writing and a reading pilot test. Assignment to writing and the reading pilot was done through booklet spiraling, with eight out of nine students selected for the writing assessment, and one out of nine students selected for the reading pilot.
The process of list submission, sampling students from year-round schools, sampling new enrollees, and determining student eligibility and exclusion status was the same as the process used for the NAEP State student sample.
