The target populations for the 2010 civics, geography, and U.S. history public school assessment included all students who were enrolled in fourth, eighth, and twelfth grades in public schools in the 50 states and the District of Columbia. The sample frame also included Bureau of Indian Education (BIE) schools and Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS).
