For the economics assessment, the student sample consisted of all twelfth-grade students in the school if the school had 50 or fewer students, or a sample of 42 students selected without replacement, if the school had 51 or more students.

The twelfth-grade students were assessed in economics and pilot tests in mathematics and reading. Assignment to economics and the two pilot tests was done through booklet spiraling, with approximately seven out of ten students selected for the economics assessment, two out of ten selected for the mathematics pilot, and one out of ten selected for the reading pilot.

The process of list submission, sampling students from year-round schools, sampling new enrollees, and determining student eligibility and exclusion status was the same as the process used for the NAEP 2012 Long-Term Trend student sample.
