The target population for the 2017 state assessments for mathematics and reading included all students in public schools in the United States who were enrolled in fourth and eighth grades. In addition, students enrolled in fourth and eighth grades attending Bureau of Indian Education (BIE) schools, Department of Defense Education Activity (DoDEA) schools, and public schools in Puerto Rico were included.
