The starting point for any weight is the inverse of the school probability of selection pi subscript j sfor jurisdiction j and school s. The aggregations of initial base weights pi subscript j s superscript minus 1 multiplied by the estimated grade enrollment over the full school sample (i.e., including all nonparticipating as well as participating schools) should be estimates of the frame values for these enrollments, so that the difference between the sample weighted enrollment and the frame enrollment for each jurisdiction should be fully explainable by sampling error. As can be seen in the Weighted Enrollment Checks from the 2002 State NAEP School Samples, this is generally the case.
