Development of School Nonresponse Cells   

In the computation of school nonresponse adjustments, preliminary weighting cells were formed for each participating jurisdiction based on Trial Urban District Assessment (TUDA) status, urbanicity stratum, and minority status stratum. (If there were no minority strata within the urbanicity stratum, then three categories based on achievement scores were used, otherwise median income was used.) In American Samoa, Guam, and the Virgin Islands, the three categories were based on school size (small, medium, and large, respectively). The weighting cells were designed to fulfill the following criteria:

  • at least six (6) sampled schools in the cell;

  • at least four (4) sampled schools in the cell with nonzero replicate weights, for each replicate;

  • maximum school nonresponse adjustments and replicate school nonresponse adjustments of 4.0; and

  • a replicate school nonresponse adjustment no larger than twice the corresponding school nonresponse adjustment.

When preliminary cells did not satisfy these criteria, they were combined into larger cells. Specifically, any cells that violated the criteria were combined with a clearly defined neighbor cell.
