For the State NAEP school samples, a small number of substitute schools were recruited in a limited set of jurisdictions. Substitute schools whose estimated grade enrollment was very close to that of the originally sampled schools were identified to be recruited where possible. Nonetheless, the substitute school's grade enrollment and measure of size tended to differ somewhat from that of the original school. Since the substitute school represented the original school's class, the substitute school inherited the probability of selection of the original school (which is a function of the original school's estimated grade enrollment). An adjustment SUBADJs was attached to this school weight (in computation of school nonresponse adjustments and student base weights) to reflect any differences in enrollment between the original and substitute school, as the substitute school's student sample was seen as representing the original school's class. This adjustment was equal to the ratio of the original school's grade enrollment to the substitute school's grade enrollment.
