The school nonresponse adjustment factor SNRADJjs(c) for each school s in jurisdiction j and final school nonresponse adjustment cell c was computed as follows:

where

  • Sj(c) is the set of all eligible original schools in cell c in jurisdiction j;

  • Rj(c) is the set of all responding schools within Sj(c);

  • wjs is the school base weight for school s in jurisdiction j;

  • TRIMjs is the school-level trimming factor for school s in jurisdiction j;

  • xjs is the estimated grade enrollment for school s in jurisdiction j; and

  • SUBADJjs is the substitution adjustment factor for school s in jurisdiction j to account for the difference in size between the substitute and its corresponding original school.

As a part of the No Child Left Behind legislation first implemented in 2003, all public school jurisdictions were required to participate in NAEP as a condition of receiving Title 1 funding. As a result, nearly every jurisdiction had close to 100 percent participation. The private schools, which are unaffected by this legislation, participated at a lower rate.
