Adjustment for nonresponse at the student level was performed separately by assessment type (operational or bridge), and by age group (9, 13, or 17). For each of these six student subsamples of assessment type by age group, student nonresponse cells were defined differently for public and private schools.

For public schools, non-response cells were defined using the following nesting cell structure:

For private schools, non-response cells were defined using the following nesting structure:

  • Subject (reading or mathematics)
  • upper/lower grade split for the age category (9, 13, 17),
  • school nonresponse cells,
  • gender, and
  • race/ethnicity.

The structure for private school cells for student nonresponse is slightly different from public school cells. SD/ELL status is not included in the private school cell structure because very few students in private schools fall into the SD/ELL category.
