NAEP Technical DocumentationDevelopment of Initial School Nonresponse Cells for the 2006 Assessment

The cells for nonresponse adjustments are generally functions of the school sampling strata for each individual sample grade (4, 8, and 12). Sampling strata definitions differ for public and private schools.

Public Schools

For public schools, initial weighting cells were formed separately for each assessment spiral (history and other) within each grade using the following nesting cell structure:

  • census region;
  • urbanicity (locale) stratum; and
  • race/ethnicity status indicating 15 percent or more Black and Hispanic students, or less than 15 percent Black and Hispanic students .

Private Schools

For private schools, initial weighting cells were formed separately for each assessment spiral (history and other) within each grade using the following nesting cell structure:

  • census region;
  • affiliation (Catholic or non-Catholic); and
  • MSA status.
