The cells for nonresponse adjustments are generally functions of the school sampling strata. Sampling strata definitions differ for public and private schools.

Public Schools

For public schools, initial weighting cells were formed using the following nesting cell structure:

Private Schools

For private schools, initial weighting cells were formed using the following nesting cell structure:

• census region;
• affiliation (Catholic or non-Catholic); and
• race/ethnicity classification.
