The general target for the national sample in public schools was 32,000 students for each grade, with proportional allocation to states and jurisdictions according to percentage of grade enrollment. For fourth and eighth grades, the state assessment public school samples generally provided more than adequate school and student sample sizes (i.e., the sample sizes defined for the state assessment needed to exceed the states’ or jurisdictions’ proportion of the national grade enrollment times 32,000). In some cases, however, some states and jurisdictions dropped out of the state assessment, which then required special samples for the national main assessment.
