For the twelfth-grade public school sample, a new-school sample was drawn from the new-school sampling frame. There was no new-school sample for private schools in NAEP 2002.

The probabilities of selection for the new schools are equal to the following:

Note that there was no oversampling of high-minority schools in the twelfth-grade new-school sample. No minority enrollment data were available for such schools.

The final new-school sample size was 6, from a frame set of 147. Of these 6 schools, 2 were in the Southeast NAEP region (from a frame size of 26), 1 was in the Central NAEP region (from a frame size of 4), and 3 were in the West NAEP region (from a frame size of 103). No new schools were selected in the Northeast NAEP region (which had a frame size of 14).
