The general target for each subject and grade for the main operational study within each jurisdiction was 3,150 sampled students (an assessment total large enough to give sufficient power given the psychometric test design and the matrix sampling plan, allowing for expected school and student nonresponse and exclusion), distributed among 105 schools with 30 students for each subject per school. With two subjects (reading and writing) our minimum target for each sampled school was 60 students per grade, which corresponded roughly to two assessment sessions for most schools.
