For each jurisdiction, the NAEP sampling staff drew a sample of new and newly eligible schools from the new-school sampling frame for both fourth grade and eighth grade and within each jurisdiction that had nonempty sets of new schools. Among the new schools were newly eligible schools (schools which are on the 1999-2000 Common Core of Data frame, but were not indicated as having the grade in question). The basic process was to start with a measure of size based on the estimated grade enrollment of the new or newly eligible school, and the bj and uj sample selection values for the jurisdiction:
This measure of size was then divided by the district’s probability of selection in the new-school district sample. If this measure of size was greater than 1, in some cases it was trimmed to avoid a too-large burden on the school. With the measures of size computed, an implicitly stratified sample was drawn, with jurisdiction, district, and grade enrollment the hierarchical sorting scheme.
