Distribution of Fourth- and Eighth-Grade Schools and Enrollment in the Public School Sampling Frame |
To draw the school samples for the NAEP 2003 state assessment, it was necessary to obtain a comprehensive list of public schools in each jurisdiction. For each school, useful information for stratification purposes, reliable information about grade span and enrollment, and accurate information for identifying the school to the state coordinator (district membership, name, and address) were required.
The Common Core of Data (CCD) file was used to construct the sampling frame. The version of the CCD file corresponded to the 2000-2001 school year. The CCD file provided the frame for all regular public, state-operated public, Bureau of Indian Affairs (BIA), and DDESS schools in the United States and its territories, and DoDDS schools overseas.
All sampling frame schools taken from the CCD file were open as of the 2000-2001 school year. Schools excluded from the frame included the following schools:
In some states and jurisdictions, in order to meet NCES sample size requirements, all schools were selected with certainty because of their small school and student population sizes.
