Four jurisdictions did not participate in the state 2003 assessments—the Bureau of Indian Affairs schools, Guam, the Northern Mariana Islands, and the Albuquerque, New Mexico Trial Urban District Assessment district. American Samoa participated in the eighth-grade assessments, but not the fourth-grade assessments. Puerto Rico participated in the mathematics assessments only.

Of the pool of eligible schools in the participating jurisdictions, the school samples were recruited for participation in the mathematics and reading assessments. In most cases, school response rates were very high for the state assessment, as indicated in tables of response rates found through the links below.
