There were a number of jurisdictions for which the target student sample size of 6,510 could not be achieved using the sampling algorithm because of small student populations. For these jurisdictions, one can view the measure of size for each school as equal to the expected number of hits in the school (school enrollment divided by 68), and the upper bound uj for the burden is unlimited in the sense that all eligible students are selected.

In addition, the upper bound for burden uj was set higher for a number of jurisdictions in an attempt to achieve higher student targets (closer to 6,510) as follows:

  • Alaska: uj equals 8 for eighth grade,

  • Delaware: uj equals 5 for eighth grade, and

  • Wyoming: uj equals 4 for eighth grade.
