For the complement states (the states not in the state assessment component), the student sample consisted of all twelfth-grade students if the schools had 170 or fewer students, or an equal probability systematic sample of 150 students if the schools had 171 or more students.
The twelfth-grade students in the complement states were assigned by spiraling to be assessed in reading (proportion 42.65 percent), mathematics (proportion 38.46 percent), or science (proportion 18.89 percent). The proportions indicate what proportion of booklets were of each subject in the booklet spiral.

The process of list submission, sampling students from year-round schools, sampling new enrollees, and determining student eligibility and exclusion status was the same as the process used for the NAEP state student sample.
