The target population for the 2015 state assessment included all students in public schools in the United States who were enrolled in fourth or eighth grade. In addition, students enrolled in fourth and eighth grades attending Bureau of Indian Education (BIE) schools, Department of Defense Education Activity (DoDEA) schools, and public schools in Puerto Rico were included.
