Development of Initial Student Nonresponse Cells |

The student nonresponse adjustment procedure inflates the weights of assessed students to account for eligible sampled students who did not participate in the assessment. These inflation factors compensate the weights for the loss of data associated with absent students. Like its counterpart at the school level, the student nonresponse adjustment is intended to reduce the mean square error and thus improve the accuracy of NAEP assessment estimates. These pages describe student nonresponse adjustment for private school students, twelfth-grade public school students, and fourth- and eighth-grade public school students in jurisdictions not participating in State NAEP. Student nonresponse cells for the remaining fourth- and eighth-grade public school students are identical to those used in State NAEP.
