In the NAEP 2002 state assessment, there were numerous certainty schools—schools that were selected with a probability of 1. In these cases, the first-stage sample unit was a student. In some jurisdictions (for example, Delaware), there were “certainty students.” This meant that all students in schools were included in the assessment with certainty. However, even in such cases, students were divided into reading or writing assessments, so that student sampling occurred at that level (and was reflected in the replicate weighting factors).

The process of assigning student replicate weighting factors in certainty schools was similar to that for noncertainty schools, with students replacing schools as the sampling unit.
